Douglas County commissioners took another step toward forming a citizen-led Stormwater Utility Task Force this week, making several key decisions about how the group will be organized before any members are officially appointed.

After reviewing 54 applications, commissioners agreed to narrow the list to approximately 25 finalists, who will be interviewed during a special meeting on August 4 before the final task force of up to 13 members is selected.

Perhaps the biggest decision came when commissioners chose not to include Tahoe Basin representatives on the task force.

County staff explained that no applications were submitted from Tahoe residents and noted that stormwater issues in the Tahoe Basin operate under a very different regulatory system than the Carson Valley. Rather than delay the process, the Board directed staff to continue working with Tahoe stakeholders separately through organizations such as the Tahoe Regional Planning Agency and the Stateline Stormwater Association.

The discussion also followed public concerns raised both before and during the meeting about ensuring the task force represents a variety of viewpoints and remains independent. Some residents urged commissioners to avoid appointing individuals with close ties to county leadership or existing stormwater efforts, while others emphasized selecting members based on experience and technical knowledge.

Commissioners also debated whether people already serving on county advisory boards should be eligible for the new task force. In the end, they agreed those applicants should remain eligible, saying existing board members may bring valuable experience to a complex issue affecting the county's future infrastructure and funding.

The task force is expected to evaluate long-term options for stormwater infrastructure and funding before making recommendations back to the Board of County Commissioners.
